Federal Bureau of Investigations National Incident-Based Reporting System (NIBRS)
The National Incident-Based Reporting System, or NIBRS, was implemented to improve the overall quality of crime data collected by law enforcement. It captures details on each single crime incident—as well as on separate offenses within the same incident. The FBI establishes the national standards for reporting criteria and fields used by local agencies. The FBI Uniform Crime Reports provide a wide range of crime-related statistics from across the country for trending and research by public agencies, non-profit organizations, universities, and more. The Linn County Sheriff’s Office transitioned to NIBRS reporting in April, 2017.

Criminal Justice Commission: Statistical Transparency of Policing
House Bill 2355, enacted by the Oregon State Legislature in 2017, was signed into law and requires all Oregon Law Enforcement Agencies to submit data to the Criminal Justice Commission (CJC) related to officer-initiated traffic and pedestrian stops. The CJC analyzes the submitted data, looking for evidence, or not, of racial or ethnic disparities. Each December the CJC issues the STOP Data Report. The report breaks down the data by race/ethnicity and other demographic factors and helps to set thresholds for determining discrepancies within the individual law-enforcement agencies or the state as a whole. The STOP data report is available to view at Oregon.gov.
