Linn County Sheriff Michelle Duncan reports this morning, December 4, 2025, at approximately 12:29 a.m., the Linn County Sheriff’s Office Dispatch Center received a 911 call regarding a white car firing multiple gunshots while driving up and down Groshong Road near Millersburg. The caller then reported the vehicle had left the area at a high rate of speed.
Deputies responded to the area and located a crashed white Honda Civic resting on its roof in a farm field just north of the call location. Deputies found the driver, Dylan Xiong, 22, of Albany, hanging upside down, still secured by his seatbelt. Deputies cut the seatbelt, setting the male driver free and detained him until medics arrived to evaluate his condition.
During the investigation, deputies located a handgun and received statements from Xiong who told deputies he fired 15-30 rounds from his handgun. It was also evident Xiong was intoxicated. At this time, there is no information that Xiong was firing at any specific target. Statements by Xiong suggest he was carelessly firing in random directions.
Xiong was taken into custody and lodged at the Linn County Jail for Driving Under the Influence of Intoxicants, Reckless Driving, Unlawful Use of a Weapon, Reckless Endangering, and Disorderly Conduct II.
The Linn County Sheriff’s Office was assisted at the scene by the Jefferson Fire District. Deputies searched the area but could not find any related damage. However, it was extremely foggy and hard to see at the time of their search.
